Built on a commitment to service in the Pacific Northwest for over 55 years, our client performs and completes work in multiple disciplines including sitework, park and trail improvement, concrete and utility projects, water and sewer pump stations, roadway construction, water reservoir projects and more.
We are seeking a Director of Human Resources who values a culture built on integrity, honesty, accountability and professionalism. The ideal candidate will be a self-motivator with a vision for building and implementing processes, procedures and programs.
KEY RESPONSIBILITIES
Recruitment & Talent Acquisition
- Assist in recruiting, interviewing, and onboarding processes.
- Develop job descriptions, post openings, screen applicants and schedule interviews.
- Manage new employee orientation and onboarding programs.
- Manage the onboarding and offboarding processes, ensuring all necessary documentation is completed and accurately filed.
- Lead recruitment efforts to attract and retain a diverse, talented workforce to continue to meet business needs, including engagement of recruiting firms where necessary, advertising, job and career fairs and developing talent from within.
- Lead efforts to partner with local schools (colleges, trade schools, etc.) for partnerships and recruiting.
- Lead initiatives to promote employee relations, engagement, morale, and retention.
- Engage with all personnel to develop and encourage relationships to foster a positive work culture.
Compliance
- Ensure the company complies with all federal, state, and local employment laws (with a focus on Oregon labor laws)
- Maintain employee records in compliance with company policies and legal regulations.
- Manage compliance with internal policies and external regulations (EEO, ADA, FMLA, OFLA, Oregon Paid Leave, etc.)
- Works with leadership to develop, interpret, implement, and maintain the Company's personnel policies and procedures in accordance with federal, state, and local laws and regulations.
- I-9 and E-Verify Compliance.
Payroll Processing
- Gather wage rate changes for payroll.
- Unemployment claims and assist/backup.
- Accurately document employee attendance/call ins.
Employee Recognition Programs
- Develop and manage employee recognition and rewards programs to foster a positive and motivated work culture.
- Coordinate service awards, employee/crew specific appreciation events, and other recognition initiatives.
Employee Relations
- Investigate and resolve workplace issues and provide mediation when necessary.
- Serve as a point of contact for employee concerns, fostering positive employee relations.
- Support the implementation of HR policies and practices.
Benefits & Compensation
- Assist with employee benefit programs such as health insurance, retirement plans, and leave policies.
- Coordinate benefits annual renewal/assessment process, change recommendations, open enrollment communication/administration and COBRA administration.
- Oversee employee leaves such as OFLA and PLO ensuring documentation is completed accurately and timely.
Workers' Compensation Management
- Assist in the management of workers’ compensation process, including handling claims, coordinating with insurance providers, and ensuring compliance with Oregon laws.
- Ensure timely filing of claims and assist employees in navigating the claims process.
Performance Management
- Create and manage a performance review process.
- Provide guidance on disciplinary actions and terminations, ensuring proper documentation and process adherence.
- Support and coach leaders throughout all aspects of performance management including performance reviews/appraisals, corrective actions, counseling techniques, performance goals/plans, and information related to training.
Training & Development
- Organize and deliver training programs to employees on topics including company policies, professional development, and legal compliance – manage the tracking of employee skills and qualifications.
- Collaborate with supervisors to create training programs for department and new hires.
QUALIFICATIONS
Education
- Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
Experience
- 4 + years of experience in a Human Resources role, preferably construction experience.
Skills
- Comprehensive knowledge of HR policies, procedures, and employment law.
- Proficient in Excel, PowerPoint, and Word for data analysis and communication.
- Exceptional organizational skills to manage multiple projects and tasks simultaneously while maintaining high quality.
- Demonstrated ability to take initiative without close supervision, identify opportunities for process improvement, and implement effective solutions.
