            <description><![CDATA[<p>At Quantum Recruiters we focus intently on providing talent to leading employers throughout the Pacific Northwest.&nbsp; We are proud to partner with the City of Eugene to fill Public Works Maintenance & Parks seasonal general labor positions.</p>  <p><strong>Seasonal Maintenance Workers</strong>: May perform a variety of routine, manual, custodial, or service tasks; operate non-CDL&nbsp;vehicles and light construction or maintenance equipment; may perform tasks in the maintenance of city streets, sidewalks, storm sewers, sanitary sewers, traffic, and&nbsp;wastewater&nbsp;treatment plant.</p>  <p><strong>Seasonal Parks Workers</strong>: May perform a variety of routine, manual, custodial, or servicing tasks: may operate non-CDL&nbsp;vehicles and light construction or maintenance equipment.&nbsp; May perform tasks in the maintenance of City parks and facilities, including parks, park buildings, public restrooms, landscape and tree maintenance, carpenter or painter assistant, irrigation, horticulture and may engage with members of the public providing quality customer service.<br /> <br /> Positions are 40 hours per week that last between 2 to 6 months in duration up to 1039 hours worked in a calendar year. Days and hours vary depending on assignment.<br /> <br /> <strong>Minimum Requirements</strong><br /> Valid driver's license, or ability to obtain by date of hire; must pass driving records check and if hired, maintain a driving record that meets the City's standard.&nbsp; Must also pass a physical exam including drug screen.&nbsp; For positions that may require driving, must be at least 18 years of age.</p>  <p><strong>Duties Performed</strong></p>  <ul>  <li>Performs manual tasks in the maintenance, sanitation, and/or repair of City streets, sewers, grounds, buildings, structures and equipment.</li>  <li>May assist in performing minor carpentry, maintenance activities involving asphalt,<br /> crack sealing and concrete repair or preventive work, painting, and other related tasks.</li>  <li>May assist in leaf collection program.</li>  <li>May operate non-CDL&nbsp;vehicles and other light equipment; uses chainsaws, power and hand tools.</li>  <li>May perform custodial duties, such as sweeping, cleaning and sanitizing restrooms, litter pick-up, emptying trash cans, and other related manual tasks.</li>  <li>May assist in cleaning illegal campsites and graffiti removal.</li>  <li>May assist in watering, mulching, staking, and pruning trees.</li>  <li>May perform grounds-keeping duties that includes the operation of landscape, turf, and irrigation tools and equipment.</li>  <li>May assist with a variety of task in natural areas, including&nbsp;ridgeline, waterway, or wetland maintenance and restoration work, trail work, and the removal of invasive vegetation.</li>  <li>May erect street and traffic signs; may maintain and paint pavement legends.</li>  <li>May assist in maintenance and construction of traffic signals and street lighting.</li>  <li>May handle sewage equipment and clean&nbsp;tankage&nbsp;that contains sewage.</li>  <li>May place signs, cones, high-level warnings, and/or barricades for safe control of traffic. We are currently recruiting to fill multiple Utilization Management Coordinator roles.</p>  <p><strong>THIS IS AN 18 MONTH FULLY REMOTE CONTRACT - REQUIRING ALL CANDIDATES TO RESIDE IN OREGON! </strong></p>  <p>The UM Coordinator II is fundamental to the utilization management team and receives, researches, and coordinates initial and follow-up action related to clinical documentation and a variety of requests from external and internal sources. Acts as a subject matter expert for the team, and other internal and external stakeholders. Adheres to rigorous regulatory requirements, builds internal and external team collaboration, contributes to team improvements, and creates enhanced member and provider partner relationships.</p>  <p><strong>Essential Responsibilities: </strong></p>  <ul>  <li><strong>High level </strong>- Adhere to dependability, member and provider focus, and all performance criteria as established by the department including timeliness, production, and quality standards for all functions.</li>  <li>Follow stringent guidelines to ensure all work meets corporate standards for accuracy and compliance with federal, state, and national accreditation regulations. Identify best practices and opportunities to improve and coordinate corrective steps to resolve issues.</li>  <li><strong>UM Process</strong> - Coordinate, create, and document utilization management (UM) cases in the electronic record by validating preauthorization requirements, utilizing an advanced understanding of ICD, CPT and HCPCS codes, and including nuances of plan types, member benefits, eligibility, limitations, exclusions, and claims history.</li>  <li>Assess accuracy of daily inpatient information from external systems and inpatient facilities, compile inpatient census data, create inpatient events including diagnosis codes, and triage for review by UM and CM clinical staff. Partner with clinical staff, and utilize other resources to identify and correct inpatient census issues.</li>  <li>Collaborate with clinical staff by synchronizing information for utilization management, care management, prior authorization, inpatient stay, and retroactive claim reviews. Integrate medical records as required and document status of internal or external reviews in the electronic health record.</li>  <li>Make guideline-directed determinations and administratively authorize services as approved by UM Leadership.</li>  <li>Effectively manage an active telephonic queue by delivering excellent customer service to incoming caller and documenting HIPAA compliance, including but not limited to calls related to prior authorization, referrals, inpatient admissions and stays, determinations, claim review, and an understanding when to forward members and providers to Appeals and Grievances. Manage problematic calls and troubleshoot escalated calls directed from team members.</li>  <li>Work between multiple systems, utilizing critical thinking and problem-solving skills while successfully keeping the member at the center.</li>  <li><strong>People </strong>- Perform designated mentoring and auditing responsibilities, contribute to or lead cross-functional member-focused meetings, educate team members on UM functions, and assist members in getting the right care at the right time.</li>  <li>Provide education to facilitate the member and provider understanding of utilization processes, including benefit structure and contract parameters, and of the information necessary to effectively complete a prior authorization or inpatient stay.</li>  <li>Serve as liaison between members and providers regarding benefit utilization and requirements. Act as a subject matter expert, as demonstrated through effective management of complex UM processes and requirements, for members, providers, employer groups, agents, member representatives and internal customers.</li>  <li>Contribute to the development of departmental procedures, reports, and projects. Our client has built a reputation on quality and innovation and seeks a talented Lead Maintenance Mechanic to join the team. We are seeking a skilled and dedicated Maintenance Technician to join our clients team at their manufacturing facility.</p>  <p><strong>Schedule: Monday through Friday from 4:00 am to 2:00pm</strong></p>  <p><strong>Essential Duties:</strong></p>  <ul>  <li>Change over and adjust all JPL machines (JIM, Tape, WEB) as production schedule warrants</li>  <li>Troubleshoot and repair major and minor issues on all JPL equipment</li>  <li>Follow specific Preventative Maintenance inspections on all JPL equipment</li>  <li>Troubleshoot and repair electrical wiring & PLC issues</li>  <li>Keeps an organized and clean maintenance department</li>  <li>Requisite machine parts and supplies, including ordering replacement parts and developing relationships with suppliers</li>  <li>All other duties as assigned by the plant supervisor</li>  </ul>  <p><strong>Requirements</strong></p>  <ul>  <li>High School diploma required at minimum</li>  <li>Minimum 7 years of related work experience.</li>  <li>Vocational or related training in mechanical fields preferred</li>  <li>Must have good knowledge of 3 Phase Electrical Power, Industrial Control Circuitry, and ability to read electrical schematics. Must also have understanding of programmable logic controllers (PLCâs) and AC Inverters.</li>  <li>Must have good knowledge of pneumatic operations and controls</li>  <li>Must be able to troubleshoot mechanical, electrical and pneumatic problems on equipment</li>  <li>General knowledge of safety guidelines & OSHA requirements (lock out/tag out, etc)</li>  <li>Experienced and proven welder (mig, tig and arc)</li>  <li>Solid fabricating experience for miscellaneous parts, guards, racks, stands, etc Basic knowledge of computer and general software</li>  <li>Experience in fast paced manufacturing facility preferred</li>  </ul>]]></description>
